Key term definitions


As a Retail Service Provider (RSP), you can choose to establish a direct relationship with nbn and make a direct connection from your network to nbn services and infrastructure at nbn’s POIs. You may also choose to acquire backhaul services from a wholesale service provider. Backhaul is the transmission service from the nbn Point of Interconnect (POI) to the RSP’s network. RSPs can choose to connect to a few or all of the 121 POIs that are part of the nbn access network. Backhaul networks carry data between the end user’s closest POI and the RSP’s closest network, also known as a Point of Presence (POP). 

Wholesalers who offer residential-grade nbn services to Downstream Access Seekers using the nbn network.

Wholesalers who group together residential-grade nbn services with their own value-added services to provide fully managed end-to-end nbn products to Downstream Access Seekers. These organisations provide optional integrated modular capabilities that address Billing, Operations, Sales & Marketing as well as Customer Support & Service, ensuring that all aspects of the nbn service are managed on behalf of the Downstream Access Seeker. An example of this would be a ‘White Labelled Service Provider’ who provides an end-to-end managed service to the reseller. The reseller is only required to add their own branding, marketing and sell the services and all other aspects are managed by the Managed Service Provider.

The Wholesale Support Program potentially allows Downstream Access Seekers to receive certain nbn related information directly from nbn or via the nbn Customer Centre. The Downstream Access Seeker is required to sign an Information Agreement with nbn and be verified as a Downstream Access Seeker by their participating Wholesale Provider.  

The three residential wholesale higher speed tiers include:

1 Where the bandwidth profile is expressed as a range, the range shows the maximum PIR which may be achieved at the nbn network boundary for the relevant bandwidth profile. The PIR can fall anywhere in the range for the relevant bandwidth profile in respect of a particular AVC TC-4 used to serve a Premises (they are not minimum-maximum PIR ranges).

2 Inherent limitations of nbn Ethernet in relation to service frame overhead means the effective Layer 2 Peak Information Rate will be limited to, depending on the Frame Size, up to a maximum of 990Mbps (at 2,000 Byte Frame Size). Please refer to section 2.2.2.1 of the nbn Ethernet Product Technical Specification on the Wholesale Broadband Agreement page.

3 For the HFC Home Ultrafast bandwidth profile, the Layer 2 wholesale downstream service will be configured at the Layer 2 network management to a Maximum Sustained Information Rate of 750Mbps with the potential to burst up to a maximum of 990Mbps (depending on but not limited to, the Frame Size and line speed capability - see note 2 above) at potential burst durations between 1 to 50 seconds at least once a day. Please refer to section 2.2.2.5 of the nbn Ethernet Product Technical Specification on the Wholesale Broadband Agreement page.
