NBN Co lodges Replacement Module Application (RMA) regulatory proposal with ACCC

NBN Co has lodged its Replacement Module Application (RMA) with the Australian Competition and Consumer Commission (ACCC), outlining the company’s proposed regulatory approach for FY27 to FY29 under the Special Access Undertaking (SAU).

The proposal is the result of extensive consultation and reflects NBN Co’s commitment to investing in a network that is more reliable, more capable and faster, while maintaining a strong focus on affordability and improved customer outcomes.

“Our Replacement Module Application (RMA), submitted to the ACCC, is an important step in preparing for the next regulatory cycle of the Special Access Undertaking (SAU) from FY27 to FY29. It reflects stakeholder engagement with Retail Service Providers, consumer advocates, and customers - and we sincerely thank all who have contributed to this RMA process.

“We sought broad feedback on our proposed expenditure and service standards and we are sincerely grateful to all who participated in the engagement between October 2024 and April 2025.

“Looking ahead, we will continue to evolve our stakeholder engagement approach for subsequent Regulatory Cycles so we can further broaden and deepen how our key stakeholders can influence our future plans.

“In the meantime, we welcome continued partnership with all stakeholders as we work collaboratively to support Australia’s digital future.”



The full RMA and supporting submissions will be published by the ACCC in due course. In the interim, NBN Co has published an Overview of the proposal.

The proposal outlines:

  • Improved benchmark service standards, benefiting more than 90% of annual work orders.
  • Continued investment in reliability, safety, and customer experience – including ~$72 million to uplift service quality.
  • Plans for more capable satellite services and continued expansion of full fibre and fixed wireless capabilities.
  • A continued focus on affordability, with the Entry Level Offer remaining at the 25/5 Mbps speed tier, subject to CPI price control.
  • A three-year regulatory cycle (FY27–FY29), providing certainty for the industry and customers.


NBN Co’s RMA was shaped through a comprehensive consultation process, including:

  • 75+ hours of engagement with RSPs.
  • 13 written submissions.
  • Dedicated forums with end users and consumer advocates.
